DCP Bhagat Pandey (Om Puri), an honest officer with a clean track record gets transferred to Mumbai. Taking charge of his post, he dares to uproot the corrupt foundation of the policing machine and invites the wrath of many criminals and politicians. While they conspire to take him down, Bhagat meets an innocent Inspector, Sukhdev Singh (Ashutosh Rana), who has been suspended after a false accusation. Bhagat and Sukhdev fight not only to rid the country of crime and corruption but also to save their own lives.
